Ever since there have been Armies there have been command relationships.
The following is a US Army piece on command relationships and how it all works. More modern than WW II but the principle is the same.
After reading down a good bit you'll get to this gem. " Despite these explicit definitions, units inevitably will be confused or misinterpret the definitions. And as mentioned before, the relationship between maneuver and sustainment commanders is not explicitly defined in Army doctrine. It is not necessarily about what is right and wrong; it is more about understanding what each command and support relationship means and clearly conveying that to all units involved during planning and execution. ..."
So at the end of this short piece command relationships will be clear as a bell.
